With regard to the other three internees I consider

it will be best for action on this matter to await return of

Major Herbert to Tientsin unless a suitable opportunity presents

itself to His Majesty's Consul-General, in the meantime, of

pushing them unobtrusively over the border.

4. with regard to paragraph 5 of Your Lordship's telegram

I have already stated that the Japanese refuse to come to any

agreement which does not include a settlement of silver issue.

I think it would be a mistake in tactics for me to press this

point once again. It would also be from our point of view a

mistake to conclude (even if it were practicable) a separate

arrangement in regard to police matters unless it carried with it an agreement by the Japane se to raise blockade which I am certain will not be forthcoming without a settlement of silver

issue.
